[성명서] 남북군사분야합의서를 즉각 파기하라!

 

지난 9월18일부터 20일까지 남북3차회담이 평양에서 열렸다.

남북은 지난 4.27판문점선언을 이행하기 위해, 올초부터 조성해온 위장평화무드로 유지하며 평양공동선언의 부속합의서로 "판문점선언 군사분야 이행합의서"를 채택하였다. 한반도를 항구적인 평화지대로 만들자는 명목으로 남북군사공동위원회를 조속히 가동, 합의서의 이행실태를 점검하겠다고 한다.

 

남북군사분야합의서의 핵심내용은 아래와 같다

쌍방은 2018년 11월 1일부터 군사분계선 5km 이내의 포병 사격 훈련, 연대급 이상 야외 기동훈련을 전면 중지한다.

- 해상에서는 덕적도부터 초도, 속초부터 통천이남까지의 수역에서 포사격과 해상 기동훈련을 중지하고 해안포와 함포의 포구 덮개 설치 및 포문 폐쇄 조치를 취한다.

- 공중에서는 군사분계선 동, 서부 지역에 비행금지 구역을 설정하고 고정익항공기의 실탄사격 전술훈련을 금지한다.

- 비행금지구역은 군사분계선으로부터 고정익항공기는 동부지역은 40km, 서부지역은 20km, 회전익항공기는 10km, 무인기는 동부지역 15km, 서부지역 10km,기구는 25km로 적용한다.

 

다만 산불이나 해상 조난 구조, 기상 관측, 영농지원 등 필요할 경우 상대측에 사전 통보하고 비행할 수 있으며 민간기는 비행금지구역이 적용되지 않는다.  쌍방은 어떠한 경우에도 우발적인 무력충돌을 방지하기 위해 지상 및 해상에서는 2차례의 경고방송, 2차례의 경고사격-군사적 조치, 공중에서는 경고-차단비행-경고사격-군사적 조치 단계를 실시한다. 쌍방은 이를 2018년 11월 1일부터 시행한다.

 

이 외에도 비무장지대 안 상호 1km 안에 근접해 있는 GP부터 올해 안에 동일한 수의 11개 GP를 시작으로 완전철수 합의를 담고 있다. 현재 북한은 약160개, 우리군은 약60개 GP를 운용하고 있다.

 

GP는 최전방에서 북한군의 움직임을 파악하여 보고하고 적의 공격을 저지하는 막중한 임무를 맡고 있다. GP의 임무를 대신할 정찰드론부대를 창설한다는 계획도 내놓았지만, 수도권이 포함되는 비행금지구역인 서부상공 20km 내에서는 어떻게 드론을 띄울 것이며 안개나 비바람, 태풍 등 기상조건이 좋지 않을 때는 어떠한 대책이 마련되었는지 구체적인 논의가 전무한 상황이다. 이렇듯 우리 군의 군사분계선의 정찰활동을 대체할 대안도 없이 평화라는 미명아래 우리의 우수한 군전력을 사장시키기에만 급급한 모습을 보이고 있다.

 

또한 한국과 국제사회가 인정하는 서해 북한한계선(NLL)을 기준으로, 북한이 50km, 한국이 85km를 양보하여 서해완충수역의 형태가 남쪽으로 치우치게 되었다. 특히 서울과 인천, 경기 남부 지역에 대한민국 전체 인구 30% 이상의 집중 거주지역으로, 국민들이 불안에 떨 수밖에 없다. 연평해전과 연평도 포격, 천안함폭침으로 이 서해바다에서 북한이 저지른 만행을 벌써 잊었는가. 그 서해바다를 지키려다 순국한 우리 국군장병들에 대한 모욕일 뿐이다.

 

지금 한반도의 군사부분은 남과 북뿐만이 아니라 유엔사가 있으며 유엔군사령관즉 주한미군사령관과 미국이 위 합의서에 동의할지 의문이다. 에이브럼스 주한미군 사령관 지명자는 9월 25일 상원군사위 인준 청문회에서 GP철수는 유엔사에서 판단할 문제라고 했다.

 

이번 3차 남북회담의 의제는 북한의 비핵화가 먼저 이행되었어야 했다. 한반도의 비핵화가 아니다. 하지만 북한의 비핵화는 어디에서도 찾아볼 수 없고 문재인정부는 굴욕적인 항복문서에 서명했다는 비난을 피하기 어렵게 됐다.

 

문재인정권의 이러한 속셈을 세계 각국은 이미 파악하고 있을 것이다. 이번 제73차 유엔총회장에서 세계 각국의 정상들 대신 텅 빈 곳을 향해 평화라는 단어를 30여 차례 얘기했다고 한다. 역대 대한민국 대통령 중, 국제사회에서 이렇게까지 홀대 받은 대통령이 있었나? 오죽하면 블룸버그 통신에서는 ‘문재인은 김정은의 수석 대변’이라는 제목의 기사를 내놨겠는가?

 

문재인은 김정은이 비핵화 의지를 밝혔으므로 신뢰해야한다고 한다. 지금까지 북한이 서명한 각종 합의서가 무슨 소용이 있었는가? 그 합의서대로 이행된 것이 있는가? 폭스뉴스와의 인터뷰에서 "북한이 약속을 어길 시 제재를 강화하면 그만"이라는 얘기를 했는데, 이미 군사합의서를 통해 국방의 벽을 무너뜨리고 국가안보의 문을 활짝 열어준 다음인데 그때는 제재를 강화한들 무슨 소용이 있겠는가. 도대체 어떤 근거로 북한이 약속을 이행할 것이라고 굳게 믿고 있는지, 근거도 없고 믿는 구석이 없는데도 또 다시 국민을 기만하고 있다면 문재인정권의 최종 목적은 대한민국의 붕괴가 아닌지 심히 우려스럽다.

 

여기 모인 우리 자유대한호국단원들과 대한민국국민들은 다음과 같은 요구사항을 강력히 촉구한다.

 

첫째, 문재인정권은 망국적 여적행위를 즉각 중단하라!

둘째. 거짓 평화를 국민에게 세뇌시키는 문재인정권은 즉각 퇴진하라!

셋째. 대한민국국민의 안전과 생존을 위협하는 평양 남북군사합의서를 즉각 파기하라!

We, Freedom Korea National Defense Corps, and all S Koreans cannot accept 3rd S-N Korean Talks held in Pyongyang from September 18 to 20.

It adopted the "Panmunjom Declaration of Military Field Transition Agreement" as an annexed agreement of the Pyongyang Joint Declaration to maintain the FAKE peace mood that was created since the beginning of this year to implement the April 27 Panmunjom Declaration.  

It is said that the South and North Korean Military Joint Committee will be in operation promptly to check the implementation of the agreement to make the Korean peninsula a permanent peace zone.

The core contents of the Inter-Korean Military Agreement are as follows:

From November 1, 2018, both parties will cease all artillery fire drills within 5km of the Demarcation Line, and outdoor maneuver drills above the regiment level.
-On the sea, stopping cannon shooting and marine maneuvering training in the waters from Deokgakdo, Chodo and Sokcho to the southern part of Tongcheon, and install coastal cannons and guns' coveralls and take measures to close them
- In the sky, a no-fly zone in the eastern and western should be set in the Military Demarcation Line and the use of field shooting techniques for fixed-wing aircraft should be prohibited.

- Forbidden areas shall be applied from Military Demarcation Line for fixed-wing aircraft of 40km in the eastern, 20km in the western region,  for the rotor–wing aircraft 10km, for Unmanned Aerial Vehicle, UAV 15km in the eastern, 10km in the western and balloons 25km in the western region.  However, if necessary, it may be notified and flown to the other party.

In either case, the two sides will carry out two warnings and two warning shots and military measures on the ground and the sea, and warning-interception flying-warning shots-military action steps in the sky to prevent accidental armed conflicts.  It shall take effect on November 1, 2018.

In addition, it includes a complete withdrawal agreement of the same number of GPs this year, starting with the 11 GPs, which are within 1km in the DMZ.  At present, North Korea has about 160 GPs and our military has about 60 GPs.  If the same number of GPs retreated, N Korea can still keep 100 GPs.  The GP is in the forefront of the task of identifying, reporting, and stopping enemy attacks on North Korean forces.

Creating a scout drones unit to replace the GP mission is mentioned, however, No-Fly within 20km above the western part of the prohibited area, which includes the metropolitan area and bad weather conditions are not discussed.

In this way, there is no substitute for the reconnaissance activities of the Military Demarcation Line of our military, but Moon’s regime only hurries to decrease our superior military power for the FAKE peace show.

Despite the Northern Limit Line (NLL) is recognized by both the Koreans and international communities, North Korea yielded 50 km while South Korea did 85 km, and the shape of the West Sea buffer was shifted to the south.  

Thus, people living in Seoul, Incheon and Gyeonggi area where more than 30% of the total population is concentrated, are forced to feel uneasy.  
It is nothing but an insult to our troops, who have deceased to defend the West seas in the battles against N Korea.

It is doubtful whether United Nations Commander(UNC), the United States Forces in Korea Commander(USFK), and  the United States approve the agreement.  Abrams, the commander of the USFK, said on September 25 that the withdrawal of the GPs would be a matter for judgment of the UNC at the Senate Military Commission's confirmation hearing.
The denuclearization of North Korea should have been implemented before the Third Inter-Korean talks: it is not denuclearization of the Korean peninsula, but N Korea.

However, North Korean denuclearization can not be found anywhere. Therefore, it is hard to avoid criticism that the regime has signed a very humiliating surrender document.  The world is already grasping the mood of the Moon’s regime.  At the 73rd General Assembly of the United Nations, Moon spoke the word, peace for about 30 times to the empty seats of the heads of states in the venue.  Have we ever seen any president of the Republic of Korea, who has been so neglected in the international community like him?  That is why Bloomberg published an article titled "South Korea's Moon Becomes Kim Jong Un's Top Spokesman at UN."

Moon says that Kim Jong-un should be trusted because he has expressed his will to denuclearize. What was the use of the various agreements North Korea signed so far?  In an interview with Fox News, Moon said, "If North Korean dictator breaks his promise, it is OK to strengthen sanctions then.  What is the use of the strengthened sanctions later when we have already broken down the walls of defense through Military Agreements and opened the door against national security, On what basis does he firmly believe that the North Korean dictator will fulfill his promises? There is no grounds to believe Kim, but Moon is deceiving S Koreans again. The ultimate goal of the Moon’s regime is very worrisome whether it is the collapse of the Republic of Korea.

We, Freedom Korea National Defense Corps, and all S Koreans urge the following requirements:

First, the Moon’s regime must cease its act of treason immediately!
Second, the regime that brainwashed FAKE peace show to the people should retreat immediately!
Lastly, destroy Inter-Korean Military Agreement threatening the safety and survival of the S Koreans immediately!
